Though in addition there are some quests that are just hard to find. Like the one in the swamp North of LA and some of those 'watch NPC's chat FOREVER' ones (in Pre-sear A gift for Althea, On Factions noob Island with the teacher and terrified children....) So a list of quests you have not found yet could be good.
A similar thing was mentioned in a topic about title - get a Quest title. A format like this would enable something like a quest title.

I think the reasoning behind the completed was to keep track of quests complete even after you have accepted the reward. I like that idea and every other idea in the OP posted. You would be able to tell if you missed a quest you know is available. This would be especially handy if ever a title was granted for completing quests.

I had a very similar idea, but with some diferences.

Since most of the time I make missions as I find them, there is no need for me to have such an 'wide' quest log. The actual 'folder' system looks nice to me.
Also, it's almost impossible to have more than 4 or 5 Primary quests active, so no need to separate them like that.

My idea was using that 'Tabbed' system, but mi tags were different:
  • Active - Any quest, primary or not, that is currently 'active', 'failed', or 'completed' waiting for you to take the reward. There could be checkbox to hide 'active', 'failed' and 'completed waiting for reward'.
  • Completed - All the completed quest of the current character, once you get the reward. Selecting one will mark on the radar and the mission map the NPC that gives the reward. The textbox will show all the mission objetives, like shown in active tab, but with the 'talk to xxx to get the reward' overlined like all the other objetives.
  • Known - This will show all the quest that have been taken by any character of the account, even if the current character cannot take the quest, have doneit or even if the character abandoned it. Selecting one will point to the NPC that gives the quest. Instead mision objetives or before them, the text box in this tag will show the requirements, if any, to take the quest, like:
    • Prophecies character
    • 'Mission name'
    • 'Cooperative Mission name'
    • Level 15, etc...

Aditionally, the region boxes could be added, but as I said, I'm fine with the folder-like system. I just don't have memory to remember all those missions.
I think a button to hide/show the areas panel will help, since you usually make missions of on area and the you travel to another.

I don't care about seeing completed, but maybe there should be a tab for Failed so you know which ones you have to do over and Unobtained so you know where to go to pick up quests available to you that you may have overlooked in a town.

It's an old suggestion, but please, let's have one. The game already remembers quests you did so you can't repeat them.

/signed for a new, more functional interface like OP suggested

/signed for a list of quests you've finished (completed and accepted reward)

/abstain on a list of quests your character has yet to find ... I'm very tempted by that, but it kinda seems against the spirit of PvE, doesn't it?

but an update, just tonight I noticed for the first time ...

Some of my characters have pages of skills from all over that I haven't finished yet. Upon logging in to work on them, I go through and minimize the non-primary region folders for quests I'm not on the right maps for. And always upon my next login on that character, I have to do it over.

Tonight I got on the character I'm currently working through Elona, minimized all her quests except Kourna and headed out. I played a while, and then had to switch characters to get something from inventory. When I logged back into the character I was playing and went to reset her quest list to minimized ... all the regions I'd minimized on my last login were the way I set them last!!! I didn't have to redo it! TY ANet! That's a nice cookie you've finally added to the cupboard! And most excellent ninja-update!

I suppose I really should check to make sure that's the new behavior before I report it here. But it made me so happy to see! I decided to not relog and check, just to end the night with a smile.

Though the new interface would better still.

We should also have an option to display all quests of the area we're in on the compass. This way, you don't have to sift through the quests in order to figure out which ones you can do here and which ones are closest.

What's a few extra green dots / arrows between friends?

While we're at it, we should be able to keep track of several quests at a time. 2 options:

1) like WoW, you can select multiple quests and they will show up on the compass etc.
2) Just display all green dots & arrows for the region you're in by default, perhaps with the one selected brighter. Or have a check mark on the compass to disable that option.

Can't wait to get to Elona!!

A few ideas that could be incorporated:

Instead of menus, you can have buttons with drop downs.
For the Campaign button, you would have these options:
A) Show all campaigns
B) Show current campaign only
C) Show birth campaign only
D) Tyria
E) Cantha
F) ...

Filter button:
Drop-down menu where you can select / deselect given options:
1) Hide completed quests
2) Hide secondary quests
3) Hide quests outside the current region
4) Hide quests outside nearby areas
5) Hide quests outside the current area (not where quest was given, but where current task is)
6) Hide non-selected quests (with ability to select multiple quests)
